Sa congress nag-file run tang bill si Congressman Billie Calizo of Aklan to make the President's declaration ( made last April 25, 2002) a law agud nga bisan sin-o ang matulus nga presidente indi run maislan ang deklarasyon nga ang area nga ginasakup it lima ka banwa it Pandan, Libertad, Malay, Buruanga kag Navas is considered a protected area and therefore no structure or business is allowed to be constructed in this area that will compromise the ecosystem of the peninsula. If this bill becomes a law and certainly it will, we the residents of Northwestern Panay Peninsula will forever have the right to stop the construction or demolish whatever structure or business in the area that will be proven hazardous, detremental and poisonous to the environment and to its inhabitants.

Doro ang naibot kanatun nga mga banwa kag nasyon because of the beauty of our wilderness in Northern Panay. God must have loved us more that's why He favored us to be the preserver of the last frontier in the island. We owe it to God, to the environment and to our children to keep that responsibilty. Tapos pasugtan lang tana natun ang mga invaders to destroy this last piece of sacred land just because of money? Or as they say because of progress? Look what progress are they talking about? Sa diin nga banwa ang ginpa progress it Napocor? Look what they did to Pangasinan. Look what they did to Batangas. Can you call it progress nga nagbarakwit ang mga tawo from the area where the power plant is because they cannot stand the poisons and the toxins that rendered their fishfonds and farms inhabitable? Tan-awa ninyo kon ano kabahol ang utang it Napocor sa mga nasambit nga probinsya. Ano nabaydan bala nanda ang andang mga utang? Read how much money they squandered last year and the year before that and the year before that. Napocor has no money. Poto na. It's a losing corporation. Dimalas because it is corrupt. Puro lang sanda ran kabi. Selfish kon sa binisaya pa. Their intention to serve the people and to protect the environment is only secondary to their greed. Doro sanda it utang which they can never pay unless mangutang roman. They will pay their biggest creditors first before they think of Pandan. Daskan lang tatun karan it higku kag sangsangun it listahan tang utang. Can you call it progress nga mga imol man gyapon kag pobre ang mga pumoluyo kag nangin masakitun kag maniwang pa ang mga tawo sa mga banwa nga andang ginpromisahan it progress? What the hell do they care? Pandan is not their town. Our town's death will bring them more money so what's the problem my boy? The moment these people from Napocor get what they want from us, they will surely leave us nga daw linugus nga daraga. And that's what they are doing at present. Feeding us with juicy promises of progress, kon magtambok run gani amo man ang andang pag ihaw. Ginainto lang tatun it mga traidor ngaran. No one can stop them kon hala lang tatun sugut. Let us stop them before they destroy us. We should have not entertained their proposals from the very start just like what other towns did. A diesel powered plant is like tinga nga ginatupra it tanan beacuse of its toxins. It is an obsolete and the most polluting-power-generating machine ever invented. Pat ginadasuk tana kanatun it Napocor ang tinga nga ran haw? If they care for us they should have not offered that discarded, delapidated, malfunctioning machine from Batangas to us. If they really care for us, if they really care for all Filipinos Napocor should have pursued the less expensive and the environment-friendly source of power like the wind-run and solar-run power generating machines which developed countries are doing. Why stick to the old system? Because busdik ang bulsa nanda sa old system that's why. Abaw Ginoo ko ano run lang bay tun ipabugal kon owa run kita it limpyo nga suba, sapa kag baybay? Ano run lang bay tun ipabugal kon puro run kita anemic, tibihon kag aroon sa atun? Magaprogreso ang banwa , may kuryente, may diesel but at what prize? The health of the people? The death of our very source of food, the fishes, the vegetables and our domestic animals?

Kabay pa nga mabatyagan ninyo nga ang kalibutan ngaya is not only for us who live at the present but also for those unborn who will pay dearly for whatever destruction we do now to our beloved land. It's the only one we got. Please let's be one in this noble endeavor, let us unite and take good care of our pinalanggang Pandan.
